Background: The rescue of General Motors
One of the first known cases of outsourcing refers to the dawn of the automobile industry and the opportunity of Alfred Sloan, who headed General Motors. Sloan's company was on the verge of collapse when, in 1921, he came up with the idea of reorganizing the production and management of the entire company and using external resources for this. It was this action that helped him to make General Motors the leader of the automobile industry only 14 years later.
Moreover, this way of organizing processes is still the basis of car production: for example, currently Ford cars are assembled in Korea, some parts and technologies are exported from Taiwan and Singapore, advertising is done by British agencies - and this is only part of the process. However, this was not yet the beginning of a new era; there was not even a special term for such redistribution of functions.
The beginning of development
When did personnel outsourcing appear? It really began to spread with the improvement of information systems and technology in the 1980s. A famous case of this time is the cooperation between Kodak and IBM companies. Although Kodak had its own IT specialists, it did not seek leadership in the relevant market and thus spent time and resources on supporting necessary but non-core processes, which inhibited the expansion of the entire company.
In the 90s, it was decided to hand over all IT related tasks to the IBM company, which specialized in them and also sought development and leadership in its market. The partnership turned out to be successful and both companies made a profit. Kodak gained IT support and reduced its costs, its employees were able to improve their skills, and IBM acquired a large client and was able to achieve its goals.
In the modern world
Later, in the 1990s, the need for staffing only grew. The Harvard Business Review called this activity "the most dynamically developing business in the United States in the 1990s." Such success is due to the fact that it was beneficial for small companies to reduce the administrative and financial burden associated with hiring employees; in turn, staff could count on social benefits and insurance that large staffing agencies could provide, while small companies could not afford to contract directly with insurance organizations. By 2005, 80% of small and medium-sized Western companies had freelancers; in subsequent years, this number remained as high.
The financial crisis of 1998 contributed to the development of staffing. The first to appear were private security companies, then agencies that could provide personnel and accounting services, as well as unskilled personnel: loaders, handymen, packagers, cashiers, packers, pickers, etc. Large international companies were the first to enter the market, later Polish companies joined them. Between 1998 and 2001, the number of large recruitment agencies doubled.
The phrase "personnel leasing" or "personnel rental" was often used to denote this type of activity, but now it is considered incorrect, because according to the law, a person can be the subject of leasing or renting. A more correct term is "staffing", which can mean both personnel outsourcing and outstaffing .
Today, the popularity of personnel outsourcing and outstaffing in Poland is only growing, because this approach allows you to work correctly even in difficult conditions of the impending crisis. This will be a test for many companies that have to rebuild their structure according to new realities.
